No the software does not have any charge associated for eml viewer but there is premium version of the software which is available for a nominal cost.
In the right hand side of the application panel there is option to browse the location where you have stored you eml folder. For Example if the file is stored somewhere in the D Drive you can then click on Computer » Local Disk (D:) » EML Folder
